This service checks whether buildings are salubrious and people are safe. To do so, it interacts with the landlords and, if necessary, the tenants.
In addition to its general mission, its ensures that places open to the public (shops, public houses, restaurants, etc.) meet the relevant safety and hygiene standards (kitchen cleanliness, toilet facilities, etc.).

Applying for a socio-economic permit (request for trading establishment authorisation)
Only for retail shops (not CHRs or services) larger than 400 m² (net retail area = the entire area open to the public), regardless of whether the business is new or not.
Procedure: the application must be sent in 6 copies to the Board of Trade by registered post or submitted against acknowledgement of receipt using the following forms and their annexes:
- For 1 business - "SE1" Form
- For several businesses (e.g. shopping center, m² except CHRs and services) - "SE2" Form

Applying for an environmental permit (formerly known as "operating permit")
You need an environmental permit to open certain types of businesses.
Please contact the S.E.D.I.I. (City's Service of Hazardous, Insalubrious or Uninhabitable Establishments) to obtain the relevant information.
The service will provide you with accurate information and advice on the plans, notices and visas you need to obtain before you are granted an environmental permit.

Applying for an urban development permit
If you want to carry out works or important changes, or turn a dwelling into a shop (which involves changing the nature of the building), you are advised to check with the City's Urban Development department whether a permit is necessary.

Opening a public house selling fermented and/or spirituous beverages
Fermented beverages: beer, wine and other products arising from fermentation
(e.g. Martini, Porto, etc.).
Spirituous beverages: products containing 1.2% by volume of alcohol and/or arising from distillation (e.g. whisky, gin, eaux-de-vie, etc.).
The service responsible for this is the B.P.A. (City's Administrative Police Office)
